Summary: Lebanon’s zoning ordinance currently includes many types of animal facilities under the category of “Care and treatment of animals”: animal clinics/hospitals/veterinary offices, boarding facilities, kennels, horse stables, and riding facilities. This amendment will clarify which types of facilities are allowed by removing the “Care and treatment of animals” category and instead listing out the specific facilities allowed in each district.
Vote for the amendment if: you agree with the City Council that there are areas of Lebanon where one type of animal care facility (e.g., veterinary office) might be appropriate, but another type (e.g., riding facility) would not be.
Vote against the amendment if: you want to maintain the “Care and treatment of animals” category as-is, and allow all of the animal facilities – animal clinics/hospitals/veterinary offices, boarding facilities, kennels, horse stables, and riding facilities – as Special Exception Uses in Rural Lands 1 and 2 (RL-1, RL-2), while continuing to exclude all of them from Rural Lands 3 (RL-3).
Are you in favor of the adoption of Amendment #1 as proposed by the City of Lebanon City Council for the City of Lebanon Zoning Ordinance as follows:
To remove and replace the Care and Treatment of Animals with more specific use codes for the Use Tables under Allowed by Special Exception in the Rural Lands -1 (RL-1), Rural Lands -2 (RL-2), and Rural Lands -3 (RL-3) zoning districts. Then add the following more specific uses to the Rural Lands -1 (RL-1), and Rural Lands -2 (RL-2), zoning district use tables to be allowed by Special Exception: Animal Clinic, Animal Hospital or Veterinary Office, Animal Boarding Facility, Kennels, Horse Stables, and Riding Facility. Then add the following more specific uses to the Rural Lands -3 (RL-3) zoning district use table by Special Exception: Riding Facility, Horse Stable, and Kennels.
